معرفی اندیشمندان حوزه ارزشیابی: Peter Henry Rossi

      متولد 1921 در نیویورک/ 84 ساله / وفات 2006

در جنگ جهانی دوم، در واحد توپخانه و پلیس نظامی به خدمت ارتش درآمد. استاد بازنشسته جامعه شناسی و مدیر بازنشسته انستیتو پژوهش های اجتماعی و جمعیتی Social and Demographic Research Institute (SADRI) بود. دکترای جامعه شناسی خود را در سال 1951 از دانشگاه کلمبیا گرفت. تا قبل از اینکه در سال 1974 به عضویت هیات علمی دانشکده جامعه شناسی درآید، در دانشگاه های هاروارد، شیکاگو، جان هاپکینز صاحب کرسی شد. عضویت هیات علمی شیکاگو و نهایتا دانشگاه ماساچوست را در کارنامه دارد.بیش از 200 مقاله و 40 کتاب تالیفی دارد که یکی از کتبش پیرامون رابطه فرزندان و والدین را با همسرش Alice S. Rossi نوشت.  وی در حوزه های مختلفی قلم زده است: آوارگی و بی خانمانی، کارایی برنامه های اجتماعی، جرایم مسلحانه، روابط خانوادگی، مالکیت مسکن، کارایی برنامه های اجتماعی در حوزه هایی نظیر فقر، گرسنگی و زندان.

او 55 سال زندگی مشترک خود را با همسرش که استاد جامعه شناسی بود را وداع گفت. از وی سه فرزند (, Kris, Nina and Peter) و 6 نوه به یادگار مانده است.

در سال 1995 دریافت جایزه P.F. Lazsarsfeld Award from the American Sociological Association for his contributions to the study of methodology

مهمترین اثر:

“Down and Out in America: The Origins of Homelessness” (University of Chicago, 1989).

وی آن قدر که به جامعه شناسی و مساله بی خانمان ها شناخته می شود، به ارزشیابی برنامه های اجتماعی خیر.

2.1.    The main premise:each social program embodies a theory of sorts--an action theory that reflects the assumptions inherent in the program about the nature of the social problem it addresses and the way it expects to bring about change in that problem.

2.3.   Peter was also a practicing evaluator who was involved in several landmark evaluation projects.

2.4.   Most of this work focused on programs for the disadvantaged and disenfranchised

3.      Peter was an champion of using the strongest available methods to tackle questions about social programs.

4.      Peter was truly one of the founding fathers of program evaluation.
